Kennedy Slams Schumer Amid DHS Shutdown Debate, Proposes Two-Step Funding Plan
WASHINGTON, D.C. — Tensions on Capitol Hill escalated this week as Senator John Kennedy (R-LA) sharply criticized Senate Majority Leader Chuck Schumer over claims surrounding Transportation Security Administration (TSA) worker pay during the ongoing Department of Homeland Security (DHS) funding standoff.
The dispute comes as lawmakers continue negotiations tied to the SAVE Act and broader efforts to restore full DHS operations after a prolonged shutdown.
Kennedy Accuses Schumer of Misleading Claims
During a televised exchange, Senator Kennedy pushed back forcefully against Schumer’s assertion that former President Donald Trump is responsible for delays in TSA paychecks.
“Senator Schumer, in this instance anyway, he’s lying,” Kennedy said bluntly, accusing Democrats of shifting blame in the ongoing political battle.
Schumer had argued that opposition to the SAVE Act was preventing TSA workers from receiving pay, framing the legislation as a threat to democratic systems. Kennedy rejected that claim, instead pointing to what he described as inconsistent Democratic positions on DHS funding.
DHS Shutdown Enters Critical Phase
According to Kennedy, the DHS shutdown has stretched to more than a month, creating mounting pressure on both parties to find a resolution.
He noted that Democrats had previously supported funding measures before reversing course, contributing to the current impasse.
“We’ve been debating the SAVE Act for days… we’re stuck,” Kennedy said.
The prolonged stalemate has impacted key agencies under DHS, including TSA and Immigration and Customs Enforcement (ICE), raising concerns about operational stability and worker compensation.
Proposed Two-Step Plan to Break the Deadlock
In an effort to move negotiations forward, Kennedy and Senator Ted Cruz introduced a two-step proposal aimed at resolving both the shutdown and legislative disagreements:
Step 1: Partial DHS Reopening
Reopen DHS operations immediately, excluding ICE, allowing TSA workers and other personnel to return to paid status.
Step 2: Funding Through Reconciliation
Use the Senate reconciliation process—requiring only a simple majority—to fund ICE and potentially pass the SAVE Act without Democratic support.
Kennedy acknowledged that while funding ICE through reconciliation appears feasible, applying the same process to the SAVE Act remains legally uncertain.
“It’s our only shot,” he said, emphasizing the urgency of finding a path forward.
Trump’s Position Remains Unclear
Kennedy revealed that the proposal had been presented to Senate leadership and former President Trump. Initially rejected, the plan may now be under reconsideration.
“I talked to Senator Thune last night… the president may be on board,” Kennedy stated, though he cautioned that no final decision has been confirmed.
This uncertainty adds another layer of complexity to already fragile negotiations.
Congressional Pay Controversy Adds Fuel
Beyond the funding dispute, Kennedy is also pushing legislation that would suspend congressional pay during government shutdowns.
The proposal, which passed unanimously through committee, would require lawmakers to forgo salaries while federal workers remain unpaid.
“It’s just a simple matter of shared pain, shared sacrifice,” Kennedy said.
However, the effort stalled on the Senate floor after a Democratic senator objected and left the chamber—an unusual procedural move that Kennedy criticized.
“I’ve never seen that happen in 10 years,” he added.
Growing Frustration on Capitol Hill
As negotiations drag on, frustration is mounting among lawmakers and the public alike. Kennedy voiced concern over the tone of political discourse, saying Americans are growing tired of partisan gridlock.
“The American people are tired of us speechifying and yelling at each other,” he said.
With no immediate resolution in sight, attention now turns to whether the proposed reconciliation strategy can gain traction—and whether bipartisan compromise remains possible.
